Livelihoods: The long-pending national employment policy is likely to be formulated after the completion of five surveys on industrial establishments, professionals, migrants, domestic workers, and the transport sector.
These job surveys are expected to be broad-based, with large sample sizes that will include gig workers. They will reportedly involve six months of fieldwork, and the findings are expected to be ready in seven to eight months. The findings will help authorities formulate a comprehensive employment policy for both formal and informal segments and design social security and welfare measures.
Approximately 21 million salaried employees lost their jobs between April and August 2020, according to the Centre for Monitoring Indian Economy (CMIE). They also found that salaried jobs—that account for 21-22 percent of total employment in India—have been the worst impacted during the pandemic. They do not seem to grow in tandem with economic growth, or even with an increase in entrepreneurship. While the numbers of those employed as entrepreneurs and daily wage labourers declined during the lockdown, they started increasing from August 2020 onwards.
